It's illegal to obstruct traffic on 400-series highways

Ontario Provincial Police (OPP) remind everyone that it is unsafe and illegal to obstruct the normal flow of traffic and for pedestrians to be on 400-series highways. 

Under the Highway Traffic Act (Regulation 627), it is illegal for pedestrians to be on 400-series highways and on/off ramps.

Pedestrians are prohibited on 400-series highways due to safetry risks for pedestrians and motoring public.

The Highway Traffic Act (Section 132) also prohibits vehicles from being driven at such a low rate of speed to impede or block the normal movement of traffic. In addition, anyone who obstructs, interrupts or interferes with the lawful use of property can be charged under Section 430 of the Criminal Code with Mischief. While the OPP acknowledges and respects the right to lawful, peaceful and safe expressions of opinion, there is no right to restrict or disrupt transportation infrastructure.

Ontarians have a right to a safe environment, and to free and uninhibited passage.
