SIU discontinues investigation into arrest of Stratford man

Man accused officer of fracturing his rib during June 2023 assault; SIU says review of body camera 'suggests that the man's arrest was uneventful'

An investigation by the province’s police watchdog into an arrest in Stratford last year has been discontinued.

The Special Investigations Unit said it stemmed from the arrest of a 47-year-old man last June, who alleged while he was being arrested, he suffered a fractured rib after being assaulted by a Stratford Police officer.

The SIU said he filed a complaint with the Office of the Independent Police Review Director. The SIU was notified on Nov. 30 and invoked its mandate.

The SIU said there was no confirmation the man sustained a serious injury during the arrest.

A review of the body camera worn by the officer “suggests that the man’s arrest was uneventful.”

"On this record, there was insufficient evidence of a ‘serious injury’ to trigger the SIU’s statutory mandate, or that any purported injury was caused by the police," the SIU said. "The SIU was accordingly without jurisdiction in this case and the file was closed."

In addition, the SIU said the man who filed the complaint did not make himself available for interview “despite repeated efforts by the SIU,” and did not authorize the release of medical records.
